Bicycle Security Advisors advises individuals, local governments, developers and others on best practices in bicycle security issues, including bike theft and bike parking.
Recommendations are made based on detailed research of individual racks, surveys of standards and requirements of cities and transit agencies across the United States and world, best practice standards established by the Association of Pedestrian & Bicyclist Professionals, consultation with leading thinkers and practitioners, and user experience.

Paul Buchanan | Paul has worked for Dero Bike Racks as a sales representative since 2015, working with developers, owners, architects, general contractors, and major institutions in project managing the development of world class bike parking facilities. Paul lives in Portland and has a B.S. in Sociology and B.A. in English Literature from the University of Minnesota. @thecasualroadie
Vicky Clarke | Vicky has been involved in advancing policy discussions around transportation alternatives and bike infrastructure in Kitsap County and Seattle. Vicky co-authored a research report on opportunities to improve bike parking in Seattle’s commercial buildings. She is currently the Policy Director for Cascade Bicycle Club and Washington Bikes. Vicky has a Masters in Public Administration from the University of Washington. @vickyaclarke
Bob Edmiston | Bob advocates with Seattle Neighborhood Greenways, a grassroots street safety advocacy organization in Seattle. By prior profession, Bob is a software user experience professional who applies the UX theory and methodology to bike rack design and has been instrumental in Bicycle Security Advisors’ recommendations on bike rack design and sizing. @mpgreenways
Lisa Enns | Lisa is a transportation planner and data analyst at Seattle Children’s Hospital. Previously, Lisa was a transportation planner for Toole Design Group. She holds a B.s. in Mechanical Engineering from Kansas State University and a Masters in Urban Planning from the University of Washington. @ldenns
Brock Howell, BSA Advisory Board Chair | Brock has evaluated the efficacy of bike security standards, requirements, designs and programming since 2009. In 2014, he organized a “Rackathon” with 120 design professionals and government officials to crowdsource best practices for bike rack design, bike parking requirements in land use zoning and design review processes, and bike-transit policies. Brock has presented at national conferences and is frequently consulted by city staff and developers on bike parking best practices. Brock has had his bikes stolen three times, recovering it once. He is currently the executive director of the Everett Station District Alliance (ESDA), and the Snohomish County Transportation Coalition (SNOTRAC). Victoria Kovacs | Victoria is a designer at VIA Architecture in Seattle. She previously worked for Alta Planning+Design where she consulted on bike parking policy and led the development of Alta’s Bike SPA room in the Vance Building in Downtown Seattle. Victoria has a Masters in Architecture from the University of Washington. @torykovacs
Larry Leveen | Larry is the Program and Communications Coordinator for ForeverGreen Trails, a nonprofit organization that seeks to connect all communities in Pierce County with a network of trails and sidewalks and bike facilities that lead to them. He served as an advisor to the Olympia City Council for fourteen years on matters of active transportation and land use planning. He has conducted field studies on the effectiveness of municipal enforcement of bicycle parking codes and has contributed to the bicycle parking code for Olympia.
Carl Leighty | Carl works for Pace Suburban Bus in Chicago. Previously, Carl was the Public Realm Coordinator for the Alliance for Pioneer Square. He was instrumental in designing a bike rack and bike parking plan that was context sensitive to the historic landmark district of Pioneer Square. Carl is a former Bicycle Program Intern from NYCDOT and has a Masters in Urban Planning from Hunter College. @legourbanism
Jim Loughlin | Jim is a partner in Stanton Concepts, LLC, the designer and developer of the TiGr bike lock. Prior to Stanton Concepts, Jim worked in business development and strategic partnerships for Sportswear Inc, Expedia, Amazon, and Oracle. Jim holds a B.A. in English Literature from Denison University and an MBA from the UW Foster School of Business.
Ross Peizer | Ross is passionate about good bike parking. His final grad school project focused on on-street bike corrals, and since then he worked on a bike parking guide and added bike parking at businesses in the western suburbs of Portland, Oregon. He currently works for Community Transit on the Commute Trip Reduction team increasing non-drive alone commuting to large worksites in Snohomish County. Ross holds a Masters in Community and Regional Planning from the University of Oregon.
Mike Rimoin | Mike is the Innovative Mobility Lead at King County Metro Transit. Previously, he was the business development manager for Commute Seattle where he managed its Education and Transportation Consulting programs, including bike parking recommendations to property managers of large buildings in downtown Seattle. Mike serves on the board of the Seattle 2030 District and has an MBA from the Sauder School of Business at the University of British Columbia. @mikerimoin
